BED must adopt an SOP for energy asset review and acquisition which must include an all source procurement process. There is currently no cost/benefit analysis for keeping existing assets like McNeil. Most of the short falls identified in the audit are applicable to other BED processes including analysis of its energy assets. DPS and ARC should look into the BED energy procurement process. BED issued no RFP in its latest round of energy purchase agreements.
