I understand that the comment period for Case No. 25-0443-INV may be closed. However, I hope this submission will be considered. I completed a research project in 2024 for the Energy Action Network (EAN) on Consumer Protection for VT Utility Bill Payers. I believe there is a lot of relevant information in my research to this current case. I am attaching the report to my comment and it is also available at https://eanvt.org/wp-content/uploads/2024/09/Evelyn-Seidner-final-report-Sept2024.pdf. Filed
