This district includes the portion of Pownal in which the proposed tower would be located. I write to rebut the petitioner’s assertion that the Scenic Byway designation does not extend to the state line. The Scenic Byway map at state-owned VermontVacation.com makes this clear. I also object to the petitioner’s characterization of the Town of Pownal as “undermining” the 248a process. This is not so.	Acknowledged
