I am a Burlington resident who is concerned about the effects of the McNeill plant on our climate. It is time to consider phasing out energy production that has such high CO2 emissions and produces unhealthy pollution. The BED's request to expand its services by installing a steam pipe to the UVM Medical Center would prolong McNeil's existence and is not likely to be highly efficient or cost effective—criteria that govern PUC's decisions. The district energy plan does not meet the requirements since it is neither highly energy efficient nor is it cost effective. The 60-day advance notice should not be waived. As a Vermont resident and citizen who is concerned both for the fiscal and ecological responsibility of our state, I respectfully request that you deny BED’s request for funds, and do not waive the 60-day advance notice requirement. I recommend the PUC deny the City of Burlington's request for TEPF funds. Among the many reasons this plant should not be subsidized, the plant's terrible inefficiency and poor cost effectiveness disqualify it from the use of these funds. Thank you. Acknowledged

Twenty members of the public, most of them Burlington residents, have expressed concerns that the DES project is neither highly efficient, nor cost effective as required by statute. The public advocate, who should promote and defend the public's sentiments, has ignored these comments and instead has indicated that the DPS "does not oppose" the transfer of funds. The McNeil Biomass Plant doesn’t meet the requirements for the district energy plan since it is not highly energy efficient or cost effective. Why is the Burlington Electric Department an additional $500,000 to build a thermal energy pipeline from McNeil to UMV Medical Center? Biomass burning has worse polluting air pollution than a coal plant! Why isn’t the Burlington Electric Department putting this money towards low-carbon, renewable alternatives? There should be no TEPF funds used on BED's DES program. Nothing about this district energy system is efficient or cost effective. McNeil Biomass PP is approximately 23 - 27% efficient. McNeil PP is not cost efficient, and is already subsidized the only way it is financially feasible, subsidies soon to end since McNeil emits greenhouse gasses, destroys habitat and adds to the biodiversity crisis. McNeil should be phased out, subsidies ended, and no more money wasted on damaging practices. Acknowledged

The PUC should deny The City of Burlington’s request for TEPF funds which are supposed to be directed to projects that are efficient and cost effective. The McNeil plant has poor efficiency (~26%) and is not cost effective. It requires subsidizes to be able to operate. It is Vermont's single largest source of carbon emissions. Increasing its efficiency from 26-29%, per the steam pipe/district heat proposal, will lead to greater overall emissions. Please deny this request. Acknowledged

Regarding Case # 23-1870-PET The proposed plan will benefit a single entity, the UVM Medical Center, at a cost of $42 million dollars. It would be using taxpayers money to fund an inefficient and expensive heating system. Instead McNiel should be phased out and replaced with non carbon emitting energy systems. Developing such systems would be a better and more equitable use of funds. Acknowledged

Pouring more money into a super-polluting and aging power plant is an exceptionally foolish idea. We need to have a phase-out plan for McNeil, not keep it online for decades. Burning our forests is a bad way to generate electricity. The PUC must deny the request of funds. Filed

Even with district heating, McNeil will be the least efficient source of energy in the state. Expansion will increase dependence and further indebt my community to Vermont’s single largest source of GHG emissions. False accounting by the utility has led to fraudulent use of RECs to fund a highly polluting plant. It is only a matter of time before Biomass RECs are worthless as they already are in neighboring states. Please protect my community from Further indebtedness to biomass investments. Acknowledged
