Registration and Application Forms

This is the ePUC form to qualify facilities as Tier I, II, or IV or aggregate facilities under the Vermont Renewable Energy Standard.

Eligibility

Renewable energy facilities using the following fuel sources and seeking to be used to meet the requirements under 30 V.S.A. § 8005(a)(1), (2), or (4) may seek a statement of qualification under Tiers I, II, or IV of the Renewable Energy Standard using this registration form:

  • concentrated solar power;
  • geothermal;
  • hydroelectric;
  • marine thermal or hydrokinetic;
  • methane and flammable gases from food waste, agricultural waste, or other organic materials;
  • methane from the decay of sewage or landfill wastes;
  • photovoltaic solar; and
  • wind.

Renewable energy facilities not using one of the above fuel sources may also seek a statement of qualification under Tiers I, II, or IV of the Renewable Energy Standard using this application form. However, an applicant for any such facility must include as part of its filing a cover letter explaining the facility's fuel source.

Vermont Retail Electricity Providers may also use this application form to seek a statement of qualification for aggregated facilities, as provided in Commission Rule 4.406(d). However, an applicant for aggregated facilities must include as part of its filing: (1) a cover letter explaining what it is requesting and (2) an Excel spreadsheet with the information required by Commission Rule 4.406(d)(1)(A).

Please note that applicants wishing to use either the registration form or the application form must have already acquired a facility identification number from the New England Power Pool ("NEPOOL-GIS"). Information on how to register a facility with NEPOOL-GIS and acquire an identification number can be obtained at the following web address: NEPOOL-GIS. Additionally, facilities requesting qualification using either the registration form or the application form must either report their metering data directly to ISO-NE's settlement market system or provide metering data to NEPOOL-GIS via a third-party meter reader.

What Happens After a Registration Form Is Filed?

The Vermont Public Utility Commission reviews registration forms on a monthly basis. Complete registration forms that meet the requirements for Tiers I, II, or IV of the Vermont Renewable Energy Standard and that are received between the 1st and the 15th day of the month should receive a statement of qualification from the Commission before the end of the month. Qualifying facilities that submit registration forms after the 15th of the month may not receive a statement of qualification until the following month. Please contact the Vermont Public Utility Commission at (802) 828-2358 if you have any questions regarding the registration form.

What Happens After an Application Form Is Filed?

The Vermont Department of Public Service and the Vermont Agency of Natural Resources will have 30 days to submit any comments on the application, including whether the Commission should conduct further proceedings to determine whether the facility should receive a statement of qualification. Following the 30-day comment period, the Commission may issue a statement of qualification, if the facility qualifies as a Tier I, II, or IV resource, or may open an investigation to determine whether such a statement should be issued.

What Happens After an Application for Certification of Aggregated Facilities Is Filed?

The Vermont Department of Public Service will have 30 days to submit any comments on the application, including whether the Commission should conduct further proceedings to determine whether the facilities should receive a statement of qualification. Following the 30-day comment period, the Commission may issue a statement of qualification, if the facilities qualify for aggregation, or may open an investigation to determine whether such a statement should be issued.
