Please see attached file with supplemental comments respectfully submitted to further address the consistency of the proposed Northland Solar LLC project with the duly adopted Regional Plan of Northeastern Vermont Development Association (NVDA), and to highlight additional considerations regarding regional energy burden and environmental justice. I own agricultural and forest land in Lowell and find that the siting, scale, and landscape context of this proposed industrial facility is grossly out of scale and offensive within the rural, agricultural landscape setting of the surrounding Lowell village. Regulatory agencies should NOT approve this industrially-scaled project in the heart of Lowell, which would also take prime and scenic farmland. The rural NEK is not simply a blank canvas to drop poorly-sited projects on. Thank you. Acknowledged

I moved to the town of Lowell 5 years ago. Many people have moved here from out of state because we are seeking to reside in a rural location. Many ideas come to mind for people who seek a rural home. I wanted to be removed from a polluted area. Solar panels do lead to pollution down the road. Even if the pollution they create will not be in the field where they are located, it will be inherited to others somewhere. We should also preserve our local farmland. Acknowledged

This project has a large scale impact on the community. There are many reasons this is not a good choice for this town. We have already contributed towards renewable energy and this will take away tourism for the Northeast Kingdom by bringing industrialization to a rural area. This is a town center with high visibility and not the appropriate place to place of a solar field this size. Filed

This community has already contributed to production of sustainable energy through the wind towers. Putting a solar field this large of a scale in the center of the town adversely impacts not only Lowell, but the Northeast Kingdom. Filed

Lowell is small town and that is the appeal there draws people in. The scenary is picturesque certain times of the year. A giant solar farm in the middle of our village will be an eyesore. It's close proximity to two main roads that are very highly traveled and the school should be enough cause for concern. No one wants to see those when they drive by. These abuts wildlife areas that will be effected by this project . We want to see hay fields and wildlife not industrialization and solar. Filed

This project will be an eyesore for our small town. It will be visible from two majors highways and no one wants to see a giant solar setup feet from their daily travels . Filed

Panel. As a resident of Lowell VT, I request respfuy that this project not be allowed to go through. This is on the main through fair. The damage it would do to our little town would be felt for generations. This is not the place for case#25-2346- PET. If Northland solor(MHG solor) wants to build a solor farm,I'm sure a more suitable area can be found.. sincerely Beth Viera 462 Tillotson Rd.Lowell VT. 05847. Acknowledged

I have multiple issues with a solar farm of this scale being built on town property. There is the location being center of the town across from the school which is unsightly to behold and takes away from the beauty of Lowell. I also have infrastructure concerns as it was to my past knowledge we currently did not have the wiring in place as a town to support such a project. Environmentally over time solar farms can be an environmental negative and contribute to global warming in certain scales. Acknowledged

I have lived in Lowell Vermont my entire life, and now am lucky enough to be raising my family here in town less then a mile away from this land. Putting up Solar power is NOT something this town wants, or needs. This is agricultural land and needs to be used as such. This will be terrible for our town and an eyesore to all who pass through it. DO NOT PUT THIS IN OUR TOWN. Filed

I'm Madonna Sullivan, Lowell resident. The solar project would industrialized prime farmland behind my home & across from Lowell Elementary school. This will destroy scenic views, threatens soil & wildlife and take land that I and all the surrounding properties allow the public to use for walking, snow mobility, sledding, hunting and photography. Deny CPG or relocate off ag/residential land. Protect our rural Vermont! Madonna Sullivan Lowell VT Madonnasullivan@aol.com Acknowledged
