In response to the Commission's request for comments to the submissions by All Earth and REV, Triland supports a 12 month extension for all CPG commissioning deadlines now scheduled in 2022. The uncertainty in project timelines going forward, created by pandemic-related shortages in materials, and skilled labor, have negatively impacted the development cycle for renewable energy projects, created concern with investors and lenders, and stalled Vermont's efforts to mitigate global warming.

iSun inc. formerly The Peck Company is in support of REV's request to extend the deadlines for CPG's. Since the Pandemic started and more recently the last 6 months, we are seeing profound disruption in the supply chain with some suppliers not even able to provide delivery dates currently. We agree that an extension of one year on all CPG's will help to insure more projects get completed and provide some relief for the PUC processing. REV's request is appropriate, timely and justified.

We are in support of REV's request to extend deadlines for CPGs. While we have noted some improvements since the start of the pandemic, projects continue to be hampered by significant supply chain delays and challenged personnel availability. While we may be able to address such issues independently, the aggregation of setbacks caused by the pandemic continues to impede projects from hitting deadlines. A 1 year extension would ease these pressures and keep VT moving towards its climate goals.

In response to the REV / All Earth request for a 1-year extension to CPG deadlines, Aegis Renewable Energy provides the following comment:
In late 2021 and continuing to this day Aegis has seen unprecedented delays and unpredictability in equipment lead times. In several instances, we saw delivery delays of critical electrical distribution equipment in excess of 3 months beyond the date promised. This instability and the ongoing pandemic justifies the requested extension and will help the PUC.

Response to Commission Questions Regarding Abutter Searches
We have reviewed the comments filed to date and agree that conducting abutter searches using the VT CGI "Vermont Parcel Viewer" and verification *where possible* via Town Clerks and publicly available Grand List information is effective and efficient. We believe this should be the standard for the present situation, especially because Town Clerk availability varies enormously across the State.
